When does life truly begin?

Is it at conception? Is it a month down the road? Two months? Once the Baby is born? Does it start with your earliest memory? Are you not really human until your body reaches it's peek growth? Who among us gets to decide? The majority? Whoever's has the most power at the time? Scientist's?
