But he has only himself to blame for the mess. First by drinking and driving, then submitting to such a test when he was not even under arrest. But this is how criminal are caught so many times, not smart.

Anyway this man was not under arrest and did not have to submit. He did he lost. One less drunk off the road, furthermore all the cops had to do is way for him to get behind the wheel of his car as I stated before.
