Who should apply?

Prior programming experience will help, but there are no hard requirements beside a passion for building cool stuff. You do need to be comfortable using a computer. You won't need a college degree.

What kind of time commitment does App Academy require?

The class will be rewarding, but it will not be easy. On average, students put in 70-80 hours per week.

Legally speaking, is tossing a banana peel littering?

However, on the other hand, would you have any problem leaving the banana peel on your front door step until it organically decays? You already knew the answer, which is, keep your trash (organic garbage) in your vehicle and then dispose of it properly.

If everyone starts throwing what's left of their fruits and/or vegetables out onto roadways or roadside greenery, that isn't composting.

Compost it in your yard, not in the public right-of-way!
