The Article says plainly that they can set rules to make or change rules.
The made a rule that it takes two thirds majority to change the rules.
They broke it to change the rules.

@Thomas Jefferson Snodgrass: Well, I guess the two past senate parlimentarians are wrong. Both said they used "parliamentary maneuvers" to "circumvent" the rules to change the rules.

Is there a difference between breaking and circumventing?
It does take a two third majority to change the rules, does it not?

He broke the rules. At the minimum he circumvented the rules.

The rules were not followed.
It takes a two thirds vote to change the senate rules.

The rules were broken.

Pitts: 'Competence is the new sexy'

AS one who had family in New Orleans I must comment that Mr. Pitts is full of it.
Katrina was a failure of "citizenship" from top to bottom. The Mayor of New Orleans rode out the storm on the 30th floor of the Hyatt Regency hotel. The governor of La. was busy spending half a million dollars remodeling the executive office.
She also did not call for Federal assistance until "after" the levee broke.
FEMA had actually backed off when the storm subsided and passed.
Then the levee broke.
Failure to evacuate. Proper preparation by local residents. "let the good times roll" attitude by the people of New Orleans.

Just had to get that off my chest. The facts have never been made clear and the truth never told about this tradgedy.

I also remind you that the response to Hurricane Sandy has been pathetic and incompetent as reported by Brian Williams of NBC and a local resident.

Just because one party and one president is immune and the other is open to criticism by a "totally" corrupted media does not change reality.

There is nothing democratic about the Democrat party. Overturned primaries, "special" delegates who overturn primary elections, bypass normal procedures in Congress. Then if they cant get want they want through legislation take their enemies to courts which are loaded. If that does not work they try to get their opponents indicted.
Exclude their own who have different viewpoints.

Democratic!! I think not.

If you get into the bowels of Liberalism there is no room for a middle class.
There is only the wealthy elite, and then everyone else. That is why Obama and the Liberals use the words "middle class" in almost every sentence.

The dependency class is well on it's way to full creation and one hundred thousand new millionaires have been created in the last five years during this administration. In other words, everything is going according to plan.

This was predicted to come in 1927 but I guess no one paid or is paying attention.

The Constitution is law. The Preamble is REHTORIC. REHTORIC IS NOT LAW.

The word PROVIDE appears only twice in the Constitution and the Preamble.
"Provide" for the common defense.
If you don't have a lawyer, the government will PROVIDE one for you.

That's it. That's all.

The 10 percent figure comes from the Obama administration.

Health care cost go up because it is subsidized.

The two fastest rising costs in the US are health care and college tuition.
Both are the two most heavily subsidized.

I have coverage. The law is affecting the hell out of me.
You should not speak for others.

@melquiades: This is such bovine fecal matter. None of this happened before the law was passed. You are as good as Pravda and Tokyo Rose combined.

The problem before the law was 10 percent of the country had no health care. 90 percent did and were happy with it.
Plus we had the best health care system in the world. Everyone comes here for treatment from Arab Sheiks to illegal immigrants.

Instead of fixing the ten percent, we endured a government takeover of the health care system or 18 percent of our economy.

This is something we have been warned about from the Founding Fathers to Ronald Reagan.
Just watch what happens my friend. Hope you are young enough to be around to see it.

His is the typical moronic attitude that "it happened on his watch" attitude.

If you want to use the standard "it happened on his watch" a lot of so called great presidents would be besmirched.

What has happened on "Obama's watch" does not put him in the presidential hall of fame, if one wants to measure things in that manner.
