When the pages and pictures are organized and ready to send to the printers, there should be at least on person (whether it's a student or a volunteer) that gives it a final look to make sure everything is "dress-right-dress". Spike strips were deployed, there was a collision with a cop car, followed by a horrific wreck that closed down I-85 for a couple hours. Now you have one kid dead, and another who had to be life-flighted to another state where he's in critical condition (probably ICU). This will undoubtobly lead to a costly trial and a lengthly incarceration.
Was this chase necessary? Was the car stolen? Were these kids convicted felons suspected of something other than speeding?
There needs to be some sort of protocol for calling the damn chase off and just nabbing the kid later.

I have been mad enough to want to kill someone who threatened me, but my mind refused to allow me to do it. I believe anyone who kills someone lacks this control element in their mind which makes them not kill. I agree with you, anyone who kills is a little nuts, so the crazy excuse is no excuse.
