Isn't those luxary apartments over by Weaver D's still pretty much empty? Athens already have enough empty apartment to give to the homeless; and still have plenty more to spare.

Then charge them crazy rent. This is getting old. Come up with something new. Like put a NASA space center downtown. With round trips to the Moon. Now that's different.
