There may be a clear difference on paper, but in real life just how is a difference drawn between the two? Are police officers trained to spot the difference?

I commend two law enforcement officials for the good work, but it seems like two men in your position (as leaders) would work to forge a union between two neighboring cities/counties. Last time I checked the University of Georgia is owned by the citizens of the state not ACC. I find it very refreshing that Sheriff Berry is out in the community and posting in public forums in an effort to keep the citizens informed.
