Probate judge suspends pistol permit applications?

I heard from a reliable source that the Clarke County Probate Judge, Susan Tate, has suspended the application process for those wishing to obtain a GA Weapons Carry License. Has anyone else experienced this when trying to apply for a license? I'm not sure of the legality of this given that Georgia is a 'must issue' state, meaning that anyone who successfully completes the FBI background and fingerprint check must be issued the license. Neither the probate judge nor the sheriff has any discretion on who receives the permit. I'm interested in hearing from anyone who has more information on the subject.
