If the BOA is a private organization, they can do whatever they want. Unfortunately, the BOA wants it both ways. They want the freedom of being a private organization, but like the favorable treatment they receive from the government; such as, leasing government land or buildings for well below market costs (sometimes as low as $1). If they want to exclude gays and atheist cut all ties with the government.
